A subcontractor is a person who has furnished labor or materials to fulfill an obligation to a general contractor or subcontractor to perform all or part of the work required by an original contract. First-tier subcontractors are those subcontractors and suppliers having an agreement with the original contractor. Second-tier subcontractors and suppliers (and all lower tiers) do not have an agreement with the original contractor. Occasionally, subcontractors run into payment issues with the general contractor.
